Gay Named Associate General Counsel & Bonney Expands Role
(BLACK PR WIRE) (December 7, 2009)PHILADELPHIA--(BUSINESS WIRE)-- In two executive appointments today, PECO has named Center City resident Romulo (Romy) L. Diaz, Jr. vice president of External Affairs and Lansdale Montgomery County resident Anthony (Tony) Gay, Associate General Counsel in the Exelon legal department. Additionally, PECO General Counsel Paul Bonney, of Wynnewood Montgomery County, assumes the additional responsibility as vice president of Regulatory Affairs. The employees begin their new roles immediately.
Diaz previously served as associate general counsel. He will now oversee PECO’s marketing and governmental affairs. As part of his new role, Diaz will be responsible for the company’s suite of energy-efficiency programs to help customers save energy and money.

Diaz came to the company after serving as Philadelphia city solicitor from 2005 to 2008 under former Mayor John F. Street. He was confirmed by the United States Senate and served as assistant administrator of the U.S. Environmental Protection Agency from 1998 to 2001. He also held numerous legal, management and policy positions at the U.S. Department of Energy and the Federal Energy Regulatory Commission. A native of Texas, Diaz earned his bachelor’s degree in plan II honors program and his law degree from the University of Texas.
Gay, who previously served as assistant general counsel, fills the position vacated by Diaz. His responsibility includes legal oversight of the company’s regulatory requirements with the Pennsylvania Public Utility Commission.
A PECO employee since 2006, Gay has worked on numerous regulatory initiatives including PECO’s electric purchasing strategy, energy efficiency efforts and Smart Meter project. He previously served as assistant general counsel for Verizon, associate with Morgan, Lewis & Bockius, and law clerk for the Honorable Raymond A. Jackson, U.S. District Court for the Eastern District of Virginia. A graduate of Penn State University, he received his law degree from the University of Pennsylvania.
Continuing his position as general counsel for PECO, Bonney now also assumes responsibility for the company’s regulatory matters. A 20-year PECO veteran, Bonney has served on key strategic teams regarding the deregulation of Pennsylvania’s electricity market. Prior to joining PECO, he was with Morgan, Lewis & Bockius, served as law clerk for the Honorable Edward N. Cahn, U.S. District Court for the Eastern District of Pennsylvania, worked for National Economics Research Associates and the Board of Trade in Chicago. A graduate of Duke University, Bonney received his law degree from Georgetown University.
